GOV. HEINEMAN APPOINTS RUSSELL BOWIE III OF OMAHA TO FOURTH JUDICIAL DISTRICT JUDGESHIP

(Lincoln, Neb.) Gov. Dave Heineman today announced his appointment of W.
Russell Bowie III of Omaha to serve as a district court judge for the Fourth Judicial District of Nebraska, which includes Douglas County and the City of Omaha.

"Mr. Bowie's experience in the public and private sectors suit him well for tackling many of the challenges facing district courtrooms in Douglas County," Gov. Heineman said. "The fact that he has experience as a hearing officer and arbitrator means he is already prepared to handle some of the difficult duties of being a district judge."

Bowie has worked as a sole practitioner in Omaha since 1993. He previously worked as an associate at Bradford, Coenen & Ashford, as a partner at Ashford, Bowie & Higgins, and as a legal intern in the U.S. Attorney's Office and in the Omaha City Attorney's Office.

His 24 years of legal experience also includes roughly 17 years as a hearing officer for the Nebraska Department of Education, where he handled approximately 30 cases dealing with placement and services provided to children confronting a handicap. He also currently serves as a public arbitrator for the National Association of Securities Dealers.

Bowie said, "I am honored to have an opportunity to serve my state in this manner, and I am optimistic about the opportunity to pursue another fulfilling avenue in my legal career. Public service is a noble aim, and I am looking forward to its challenges and rewards."

Bowie is a graduate of Purdue University in West Lafayette, Ind., and of the Creighton University School of Law. He is admitted to practice law before the Nebraska Supreme Court, the U.S. District Court of Nebraska, the Eighth Circuit U.S. Court of Appeals, the Colorado Supreme Court and the U.S. Supreme Court.

He is a member of the Omaha Bar Association and the Nebraska State Bar Association and the Nebraska Association of Criminal Defense Attorneys. He also has volunteered for the Muscular Dystrophy Association and the Nebraska State Mock Trial Competition.

CHILD SUPPORT GUIDELINE AMENDMENT

Re: Amendment to Child Support Guidelines
Date: February 27, 2006

On February 22, 2004 the Nebraska Supreme Court adopted the following amendment to the child support Guidelines.

The January 24, 2006 Federal Register reports that the United States Department of Health and Human Services has revised the poverty guidelines from $9,570 (797.50 per month) to $9,800 ($816.66 per month). This change in the poverty guidelines will also cause a change in Table 1 of the guidelines.

Basic Subsistence Limitation. A parent's support, child care, and health care obligation shall not reduce his or her net income below the minimum of $798 $817 net monthly for one person, or the poverty guidelines updated annually in the Federal Register by the U.S. Department of Health and Human Services under authority of 42 U.S.C. § 9902(2), except minimum support may be ordered as defined in paragraph I above.

Encourage them to have their accountant or tax preparer call you to get information that might maximize their deduction(s). Your clients will appreciate this extra effort--especially if you explain it at no charge!

PRACTICE MANAGEMENT TIP: A LITTLE THING CAN MAKE A BIG DIFFERENCE

If you send a thank you letter to clients at the end of a matter (and you should), include a client satisfaction questionnaire. While a thank you letter speaks volumes, adding a short questionnaire can help cement client loyalty. It can also help raise negative issues the client did not raise in person. Even if clients do not respond, they will be glad you asked for their input.
