This program examines legal and ethical issues commonly encountered in municipal practice, including the role of municipal counsel, nuisance abatement and code enforcement, recent legislative developments, public records and open meetings requirements, and professional responsibility in representing governmental entities. It also addresses challenges that arise in advising local officials and managing day-to-day municipal legal matters.

9:00 a.m. – 9:30 a.m.	Municipal Attorney 101: Foundations for Effective Representation Drew Graham, Svehla Law Offices, P.C. This introductory session provides a practical overview of municipal practice for newer or occasional municipal attorneys. Topics include the structure of local government, key statutory frameworks, attorney roles and responsibilities, and effective communication with councils, boards, and staff.

Connolly, Lincoln City Attorney's Office Moderator: Stacy Nonhof, Assistant City Attorney, City of Grand Island This is a practical, strategy-focused session on nuisance enforcement and abatement, exploring key legal and operational considerations such as ordinance drafting, due process, inspections, cost recovery, and litigation. The program will examine tailored approaches across communities of varying sizes and resources, with real-world examples and common problem properties. Attendees will also gain strategies applicable to broader code enforcement issues, including animal, vehicle, and noise violations.

12:45 p.m. – 2:00 p.m.	Nebraska Public Records and Open Meetings: A Primer and Recent Developments Ryan Baker, Attorney General’s Office This presentation is intended to provide an overview of the Nebraska Public Records Statutes and Open Meetings Act. This will also give insight into the Attorney General’s process for handling public records and Open Meetings Act petitions and general recommendations for local bodies to maintain compliance with statute.

2:15 p.m. – 3:15 p.m.	Who Is the Client? Navigating Ethical Duties in Municipal Practice Kari Fisk, City Attorney, City of Grand Island Municipal attorneys often face complex questions about who the “client” truly is - the municipality, the governing body, or individual officials. This ethics-focused session explores how to navigate conflicts of interest, confidentiality, divided councils, and requests for personal legal advice, while maintaining professional independence.
3:15 p.m. – 4:15 p.m.	Closing Q&A Panel Drew Graham, Svehla Law Offices, P.C. Matt Munderloh, Goosmann Law Firm, PLC Dani Myers-Noelle, Sunflower Law, LLC Moderator: Aimee Bataillon, City Attorney, City of Bellevue City Attorney's Office A final panel discussion allowing attendees to ask questions and hear perspectives from attorneys representing different-sized municipalities. This could be structured as an “ask anything” session, with panelists prepared to address common issues such as personnel matters, enforcement disputes, council dynamics, public records headaches, and day-to-day practical challenges. good topics to consider include Open Meetings Act issues, conflicts of interest issues re: elected officials contracting or doing business with the municipality, public records issues, and nuisance/dangerous building abatements.

Rossiter, Jr., Chief U.S. District Judge, U.S. District Court, District of Nebraska This session will review the ways judges evaluate advocacy in federal employment matters. It will address effective brief writing, courtroom presentation, and summary judgment strategy, with particular attention to the arguments, evidence, and litigation decisions that shape the court’s assessment.
9:00 a.m. - 9:45 a.m.	From the Bench: Tips for Writing Impactful Appellate Briefs and Effective Oral Advocacy Honorable Francie Riedmann, Nebraska Court of Appeals This program will examine the methods used to become an effective appellate advocate and reviews strategies for crafting persuasive briefs, delivering strong oral arguments, and avoiding common issues that can undermine your effectiveness on appeal.

10:00 a.m. – 11:00 a.m.	Introduction to Artificial Intelligence Hon. James Doyle, IV, Retired Judge of the District Court, 11th Judicial District This session will provide attendees with an overview of artificial intelligence and highlight some areas with potential ethical pitfalls.
11:00 a.m. – 12:00 p.m.	AI Ethics Mark Weber, Nebraska Counsel for Discipline  This ethics program will review AI use as it applies to fees (§ 3-501.5), confidentiality of information (§ 3-501.6), supervisory duties (§§ 3-505.1.,2.,3., and .5), and disclosure of the use of AI.

12:30 p.m. – 1:30 p.m.	Critical Thinking and Responsible AI Use in Legal Practice George (Guy) McHendry, PhD, Creighton University Incorporating critical-thinking skills and ethical decision-making skills related to the use of AI. Developing “information literacy,” which is the ability to think about a source, is an essential skill when using generative AI. Ensuring that information is valid, consistent with other sources and research findings, and logically sound is fundamental to effective and ethical AI use. This presentation folds information literacy into five broader ethical issues related to the use of AI in society, including skills relating to the disclosure of the use of AI in the practice of law.

James Doyle, IV, Retired Judge of the District Court, 11th Judicial District This ethics program will review AI use as it applies to competence (§ 3-501.1), diligence (§3 -501.3), communications (§ 3-501.4), meritorious claims and contentions (§ 3-501.1), and candor toward the tribunal (§ 3-503.3).
